Liu Shaobo is the Secretary General of International Centre on Space Technologies for Natural and Cultural Heritage under the auspices of UNESCO (HIST). He has long been engaged in the global governance of UNESCO-listed heritage and has played a central role in advancing HIST’s institutional development and international cooperation.

He initiated and facilitated long-term strategic partnerships with major international organizations, including the International Council on Monuments and Sites, International Centre for the Study of the Preservation and Restoration of Cultural Property (ICCROM), the International Union for Conservation of Nature, and the The United Nations Satellite Centre (UNOSAT). He has also expanded HIST’s cooperation networks with the United Nations Environment Programme (UNEP), the European Space Agency (ESA), and institutions from more than ten countries worldwide.
